Japan’s 2009 Implementation of the Building Standards Act stipulates that newly installed elevators must introduce “controlled operating devices during earthquakes”. With this device, when the elevator senses a certain sway, it will stop at the nearest floor and open the elevator door, but many elevators installed before the revision of the law did not introduce this device.

According to the Japan Elevator Association survey, as of the end of March 2018, there were approximately 748,000 elevators in Japan, and one-fourth of them did not have installed control devices during the earthquake. It is speculated that if there is a direct earthquake in Japan, it will cause 30,000 elevators to stop operating, and about 17,000 people in residential and office buildings will be trapped in the elevator.

Kawasaki, the representative of the Japan Institute of Crisis Management Education, said, “When you feel the shaking, if you press all the buttons immediately, the elevator may stop at the nearby floor. When the elevator is trapped, don’t try to force the elevator door open. Contact the outside staff immediately."
