On April 18, the Beijing Bureau of Quality Supervision convened a press conference on special equipment safety supervision in 2018, which reported on the status of special equipment safety and the 2018 annual work arrangement for the city in 2017, focusing on the reform of the special equipment administrative license and elevator inspection in Beijing. Pilot work was carried out to propose annual inspections for “young” elevators and old elevators with a term of less than ten years.
At present, the number of elevators in Beijing is nearly 220,000 units, and the annual growth rate of more than 10,000 units is growing. The people's demand for safer riding and ease-riding is increasing.
According to relevant person in charge of the Beijing Municipal Bureau of Quality Supervision, we have statistically analyzed information data on lift inspections, tests, complaints, reports, supervision and inspections, accidents, etc. over the years. The results show that elevators are used for years, places of use, use of equipment, and safety management. Differences in the ability to maintain and maintain the security of the overall situation are also different. The lifts maintained by elevators and organizations with large-scale maintenance units within ten years of service have generally higher pass rates for one inspection, lower accident rates, lower failure rates, and lower overall risks. Due to the particularity of the use of the equipment, the place of use, and the operational requirements, the odds of casualties and major property losses are very low.
Therefore, one of the reform measures: for elevators that have been put into service for a period of less than 10 years (excluding elevators used in public gathering places), their maintenance units (which need to have a certain scale, better safety management level), and the dimensions of all debris elevators. The insurance unit can be included in the reform pilot after application.
According to relevant person in charge of the Beijing Bureau of Quality Supervision, the elevators included in the reform pilots were adjusted to the following types: After 1 year of regular inspections, the following year's regular inspections were converted into self-testing methods, supplemented by a number of safeguards.
The specific measures include: First, the content of self-testing is higher than that of regular inspection items; second, the inspection agency conducts a random inspection of not less than 5% of the self-testing; the third is the implementation of insurance liability insurance for elevators; and the fourth is the supervision of reformed pilot units. Information disclosure.
For high-risk elevators used by old elevators and public gathering places, on the basis of the original regular inspections, key supervision and inspection, government relief systems, and the use of unimpeded special maintenance funds were used to comprehensively improve the pertinence and effectiveness of safety supervision work. .
The second reform measure is to adjust the permit period for special equipment production units from 4 years to 8 years. “This reform measure reflects the transition from heavy consideration before approval to heavy duty and post-regulation supervision, from focusing on administrative approval to dynamic supervision throughout the process,” said Li Lianghua, deputy director of the Beijing Bureau of Quality Supervision. After the reform, it plans to arrange about 300 post-mortem inspections each year, and improve the exit mechanism of unqualified companies.
The third of the reform measures is that before the end of this year, all special equipment licensing matters will be handled and approved online. The Beijing Bureau of Quality Supervision will also promote e-certificates and strive to achieve "more data to run the road and let the people run less."
